Terms of Service

Effective date: October 12, 2026

These Terms are the agreement between you and SkinOcean for using skinocean.gg, the SkinOcean Market Helper browser extension and everything else we provide (together, the “Services”). By creating an account or using the Services you agree to them, to our Privacy Policy and to our Refund Policy. If you don’t agree, don’t use the Services.

1. Who we are

The Services are operated by POJECTO, LLC, a limited liability company organised in the State of Delaware, United States (“SkinOcean”, “we”, “us”).

SkinOcean is not affiliated with, endorsed by or sponsored by Valve Corporation. Counter-Strike, Steam and the items traded here are Valve’s, and your use of Steam stays subject to the Steam Subscriber Agreement and Valve’s other rules.

2. Who can use SkinOcean

  • You must be at least 18 years old, or the age of majority where you live if that is higher, and able to enter into a binding contract.
  • You must use your own Steam account, in good standing, that you are entitled to trade from. An account Steam has trade-banned, or that Steam is not currently letting trade, can’t buy or sell here while that lasts.
  • You must not use the Services where doing so is unlawful, or if you are subject to sanctions or located in a country or territory under comprehensive sanctions.
  • You use the Services for yourself. Trading as a business is allowed, but you are then responsible for your own tax, consumer-law and licensing obligations as a trader.

3. Your account

You sign in with Steam. We never ask for, receive or store your Steam password, Steam Guard codes or authenticator secrets, and nobody acting for SkinOcean will ever ask you for them or ask you to send an item to a staff member, a “verification bot” or anyone other than the buyer shown on your trade.

  • Email address. Buying and selling require a confirmed email address, because both sides of a trade have to be told what is happening to it. If our messages to your address stop being deliverable, or you report them as spam, buying and selling are paused until you confirm a different address.
  • Trade URL. Buying and selling require your Steam trade URL. A seller needs yours to send you what you bought; we use a seller’s to read the inventory they are selling from.
  • Security. Whoever controls your Steam account controls your SkinOcean account. You are responsible for keeping it secure and for everything done through it. Tell us straight away through Support if you believe it has been compromised.
  • Accuracy. The information you give us must be true and kept up to date.

4. How the marketplace works

SkinOcean is a peer-to-peer marketplace. Items are sold by users to other users, and the contract of sale for an item is between the buyer and the seller. We run the venue: we display listings, hold the buyer’s payment while the item is delivered, check the delivery against Steam, and pay the seller. We are not the seller of any item and we never take possession of items — they move directly from the seller’s Steam inventory to the buyer’s through a Steam trade offer.

  • Listing. A listing offers one specific item from the seller’s Steam inventory at the price the seller sets. The lowest price a listing can ask is $0.03.
  • Buying. When you buy, the price is taken from your SkinOcean balance and held. The listing comes off the market and the seller is told to send the item.
  • Delivery. The seller sends the item to the buyer in a Steam trade offer carrying the reference code shown on the trade. Several items bought from one seller in one checkout travel in one offer.
  • Protection window. Steam can undo a completed trade for about a week. So a delivered item is followed by a 8-day protection window, during which the buyer’s payment stays held.
  • Payment to the seller. The seller is credited the price less commission once the protection window has ended and the delivery has been confirmed as still standing on Steam.

Prices, floats, patterns, stickers and other item details come from Steam and from the seller’s inventory. We work to show them accurately, but the item you receive is the item in the Steam offer, and you should check the offer before accepting it.

5. If you sell

  • You may only list items you own, that are in your Steam inventory, and that you are free to trade. Listing an item you no longer hold costs a buyer a trade and affects your standing (section 8).
  • When an item sells, send exactly that item — the same copy, with the same float, pattern and attachments — to the buyer shown on the trade, and to nobody else.
  • Send promptly. If nothing has been sent 30 minutes after the purchase, the buyer may cancel. Once you accept a sale you have promised to send within 2 hours; sending later than that counts against your standing.
  • If you can’t deliver, decline the sale and say why. The buyer is refunded and the listing is taken down.
  • You must not ask a buyer for anything outside the trade, move a sale off SkinOcean, or cause a delivered trade to be reversed on Steam. If a delivered item returns to you for any reason, the buyer is refunded and you are not paid for it.
  • You are responsible for any tax due on what you earn.

6. If you buy

  • You need enough balance to cover the purchase, a Steam account that can receive trade offers, and a working trade URL. If Steam won’t let a seller send you an offer, the sale is cancelled and refunded, and buying is paused on your account until the restriction could have lifted.
  • Accept the seller’s offer on Steam. Before you do, check that it carries the reference code shown on your trade, contains what you bought, and asks for nothing from your inventory. You have already paid on SkinOcean; never pay again or give items in return.
  • You can cancel a purchase that hasn’t been sent once 30 minutes have passed. Once the offer is on Steam you can no longer cancel here; if you don’t want it, decline the offer on Steam and the sale can then be cancelled.
  • Items are digital goods whose market value moves. A change in price after you buy is not a reason for a refund.

Cancellations and refunds are set out in full in the Refund Policy.

7. Fees

  • Buyers pay the listed price. There is no buyer fee on purchases.
  • Sellers pay a commission on each completed sale, set by their standing: 3% as standard, 1.5% for sellers with an established record of on-time deliveries, and 5% for sellers whose record has cost buyers trades. The minimum commission is $0.01 per sale. The rate that applies is the one in force for you when the item is bought, and it is shown before you list.
  • Deposits carry a processing fee of 2.9% + $0.30 of the amount credited, shown before you pay. The minimum deposit is $1.00.

We may change fees. A change never applies to a sale already made, and changes that increase what you pay are announced on the site before they take effect.

8. Seller standing

A seller’s standing is worked out automatically from their recent record on SkinOcean: whether sales were sent on time, whether they were declined or cancelled, and whether a delivery was later reversed. Standing sets the commission rate in section 7. A standing lowered by late or failed deliveries recovers as you deliver well. A standing lowered because a delivered trade was reversed stays until we have reviewed it. If you think your standing is wrong, contact Support and a person will look at it.

9. Your balance

  • Your SkinOcean balance records value you can spend on the marketplace. It is not a bank account, a deposit account or electronic money, it earns no interest, and it can’t be transferred to another user except by buying from them.
  • You add to it by card through our payment processor, Stripe. Your card details go to Stripe and not to us. You must only use payment methods you are authorised to use.
  • Deposits are charged by, and paid to, POJECTO, LLC in the United States. If your card was issued in another country, your card issuer may add its own foreign-transaction or currency-conversion fee; that fee is theirs, not ours.
  • Sale proceeds are credited to your balance when a sale completes (section 4).
  • Withdrawals. Withdrawing balance to a bank account or card is not available yet. Until it is, balance can only be spent on SkinOcean. When withdrawals are introduced they will be subject to identity checks, limits and fees that we will publish first, and these Terms will be updated.
  • Chargebacks. If a deposit is disputed or reversed by your bank, we may remove the matching balance, suspend your account while it is resolved, cancel trades funded by it, and recover any shortfall from you.
  • Rewards. Balance credited as a reward (section 11) is promotional. It has no cash value and can’t be withdrawn or refunded.

10. Reversed trades and disputes

If Steam reverses a delivered trade, or a delivered item otherwise goes back to the seller, during the protection window, the sale is undone: the buyer is refunded to their balance and the seller is not paid. We decide this from what Steam shows — including trade and offer history read through the browser extension and the buyer’s inventory — and not from either party’s statement alone.

After the protection window has ended and the seller has been paid, we can’t undo a sale automatically. Contact Support and we will investigate; where a reversal was caused deliberately we may recover the amount from the account responsible and close it.

If you and the other party disagree about a trade, tell us through Support with the trade’s reference code. You agree to give us the information we reasonably ask for, and that we may hold the payment for that trade while we look into it. Our decision determines what happens to the held payment on SkinOcean; it doesn’t remove any rights you have in law.

11. Rewards and missions

We may offer missions, daily rewards and similar promotions. They are optional, have their own eligibility conditions (such as the age of a Steam account or time played), are paid from a limited budget, and may be changed, paused or ended at any time. Rewards obtained through multiple accounts, automation, arranged trades or any other abuse may be removed, along with anything bought with them.

12. The browser extension

The SkinOcean Market Helper is optional. It runs on SkinOcean and on the Steam Community pages needed for its features, using the Steam session already signed in to your browser. It reads your full Steam inventory so you can list from it, prepares trade offers for your sales, and reads your trade offers and trade history to confirm deliveries and detect reversals. It never sees your Steam password or authenticator, and every offer still has to be confirmed by you in Steam. What it reads and why is described in the Privacy Policy.

13. What you must not do

  • Break the law, or use the Services for fraud, money laundering or to deal in stolen or illegitimately obtained items or funds.
  • List, sell or deliver an item other than the one described, or one you don’t hold.
  • Trade with yourself or with accounts you control, or arrange trades, to manipulate prices, standing, statistics or rewards.
  • Use stolen payment methods, or dispute a legitimate payment with your bank instead of contacting us.
  • Take a sale off SkinOcean to avoid fees, or ask another user to.
  • Impersonate SkinOcean, its staff or another user, or try to obtain anyone’s account details.
  • Access the Services by scraping, bots or other automation beyond what we provide for, or interfere with or probe their security.
  • Use more than one account to get around a restriction, a limit or a suspension.
  • Harass or threaten other users or our staff.

14. Suspension and closing accounts

We may restrict, suspend or close an account, cancel listings and trades, and hold or refund payments where we reasonably believe these Terms have been broken, where there are signs of fraud or of an account having been compromised, where a payment is in dispute, or where the law requires it. Where we can, we will tell you why and give you a way to respond through Support.

You can stop using SkinOcean at any time and ask us to close your account through Support. Open trades have to finish or be cancelled first. Closing an account doesn’t remove records we are required to keep (see the Privacy Policy).

15. Steam and other third parties

The Services depend on Steam, which we don’t control. Valve can change how trading, inventories and trade holds work, restrict accounts, and reverse trades, at any time and without telling us. We are not responsible for Steam being unavailable, for restrictions Steam places on your account, or for losses caused by changes Valve makes. Payments are processed by Stripe under its own terms.

16. Our content and yours

The SkinOcean name, site, software and design belong to us or our licensors, and you may use them only to use the Services. Item names and images belong to Valve. You keep what is yours, and you allow us to display your Steam display name, avatar, listings and store page as part of running the marketplace.

17. No warranties

We provide the Services with reasonable care, but as they are and as available. We don’t promise that they will be uninterrupted or error-free, that an item will hold its value, that another user will perform, or that reference prices and market data are accurate or complete. Nothing on SkinOcean is investment advice.

18. Limits on our liability

Nothing in these Terms limits liability that can’t be limited by law, including liability for fraud, for death or personal injury caused by negligence, or your mandatory rights as a consumer.

Subject to that, and to the fullest extent the law allows:

  • we are not liable for the acts or omissions of other users, of Valve or of other third parties, or for losses arising from your Steam account being restricted or compromised;
  • we are not liable for indirect or consequential losses, or for loss of profit, opportunity or data; and
  • our total liability to you in connection with a trade is limited to the amount you paid or were due to receive for that trade, and otherwise to the fees you paid us in the twelve months before the claim arose.

19. Changes to these Terms

We may update these Terms when the Services or the law change. The current version is always on this page with its effective date. When a change is material we will ask you to accept the updated Terms before you buy or sell again; we record which version you accepted and when. Trades already under way stay under the version in force when they were made.

20. Governing law and disputes

These Terms are governed by the law of the State of Delaware, United States, and disputes are heard by the state and federal courts located in the State of Delaware. If you are a consumer, this doesn’t take away the protection of the mandatory laws of the country where you live, or your right to bring a claim in its courts.

Please contact Support first — most problems are resolved there faster than anywhere else.

21. General

If part of these Terms is found unenforceable, the rest stays in force. Our not enforcing a term is not a waiver of it. You may not transfer your account or your rights under these Terms; we may transfer ours as part of a reorganisation or sale of the business, and will tell you if we do. These Terms, with the Privacy Policy and the Refund Policy, are the whole agreement between us about the Services.
